Skeletons in Manipur’s cupboard: Does AFSPA need a rethink?

Eight human skulls and other skeletal remains have been found at a construction site in Imphal city. The site was occupied by the paramilitary forces, raising fears among many that the skeletal remains may have come from victims of extra-judicial killings.
