Should reforms be pushed through ordinances?

Tonight on Left, Right & Centre : The Centre pushes three more ordinances, including major changes to the Land Acquisition Act, but is this the way reforms should be pushed through? Or was the government left with no choice after the opposition repeatedly stalled Parliament?
